Version 2.3.1 is live. There have been some big changes recently in which version of the .net framework are used. If you have trouble using the built in upgrader, I recommend uninstalling (if you're on Windows) and downloading the newest version to start fresh.
I also just noticed that the upgrade button wasn't showing up on the last couple versions, but that has been added back as of 2.3.1
